Who was Benjamin Bloom
Benjamin Bloom (1913-1999) was an American educational psychologist at the University of Chicago, remembered for two contributions still shaping how teachers plan lessons and how systems design curricula: Bloom's Taxonomy of Educational Objectives (1956) and Mastery Learning theory.
Purpose of the taxonomy
Bloom led a committee that classified learning objectives into six levels of increasing complexity, originally for the cognitive domain. The governing idea: higher-order thinking is built on lower-order thinking, so instruction and assessment should deliberately target the right level rather than default to recall.
Level 1 - Knowledge / Remembering
Recalling facts, terms and basic concepts - the raw material of a subject, with no requirement to explain or use it.
Example: a student lists the dates of World War II, or defines "photosynthesis."
Level 2 - Comprehension / Understanding
Grasping meaning and explaining ideas in one's own words, rather than repeating them verbatim.
Example: a student summarises the plot of a novel, or explains why photosynthesis matters for plant growth.
Level 3 - Application / Applying
Using knowledge in new, concrete situations - taking a known rule and applying it somewhere it hasn't been applied before.
Example: a student uses a formula for area to calculate the floor space needed for a room.
Level 4 - Analysis / Analyzing
Breaking information into parts to see relationships, patterns or structure not obvious on the surface.
Example: a student compares the causes of two different wars, identifying similarities and differences.
Level 5 - Synthesis / Creating
Combining elements into a new whole - producing something original rather than analysing something that already exists.
Example: a student designs an original experiment to test a hypothesis, or writes a short story using themes from a unit.
Level 6 - Evaluation / Evaluating
Making judgments based on explicit criteria - the most demanding level, since it requires weighing evidence against a standard.
Example: a student critiques a peer's essay against a rubric, or argues which of two historical policies was more effective, and why.
The 2001 revision
Lorin Anderson and David Krathwohl revised the taxonomy in two ways: they swapped the top two levels, placing Creating above Evaluating (reasoning that generating something original draws on evaluative judgment, making it the more complex act), and they changed the category nouns into verbs - Remembering, Understanding, Applying - to emphasise that learning is something a student actively does.
Mastery Learning
Bloom's other major principle: given enough time and the right instructional conditions, almost all students can master a subject to a high standard - the variable isn't aptitude, it's time and teaching method. In practice this means breaking a course into small units, testing after each unit, and providing corrective instruction (tutoring, alternative materials, peer study) before the class moves on.
Example: in a math class, students who fail a quiz on fractions get a short remedial session and retake a parallel quiz before the class advances to decimals, rather than moving forward regardless of gaps.
Why it matters in the classroom
Teachers use the taxonomy to write learning objectives at the intended cognitive level - "students will be able to evaluate" versus "students will be able to list" - and to design assessments that actually test that level. It also gives a template for scaffolding instruction from recall toward creation and judgment. Mastery learning underlies the competency-based and self-paced instructional models still used today.
Outcome-Based Education as the bridge to policy
Outcome-Based Education (OBE) and Bloom's Taxonomy give India's National Credit Framework (NCrF) its conceptual backbone. NCrF is, at its core, the credit and equivalence mechanism for outcomes that OBE defines and Bloom's levels help classify.
NHEQF, NSQF, NCF versus NCrF
NHEQF (higher education), NSQF (skills) and NCF (school) define what a learner should be able to do at each stage, in Bloom's-style verbs - recall, apply, analyse, evaluate, create. NCrF then converts those outcomes into credits and notional hours, so that an outcome achieved in a classroom, a vocational course, or an apprenticeship all become comparable and transferable. NHEQF and NSQF decide the outcome; NCrF decides the currency that outcome is worth.
Mapping Bloom's levels to NCrF's 8 levels
NCrF runs Level 1 (Class 5) through Level 8 (doctoral), with higher education spanning roughly 4.5-8. As a learner climbs these levels, the dominant Bloom category shifts steadily upward.

This is why NCrF's level descriptors - and NHEQF's before it - are written as action-verb outcome statements rather than content lists, a phrasing inherited directly from the OBE/Bloom tradition.
The mechanical connection: outcomes to credits to hours
Credits are awarded only when the stated learning outcome is demonstrated - not just for time spent sitting in class. A vocational trainee who demonstrates a Level 4 NSQF outcome ("independently troubleshoot a specific class of electrical faults") through an assessed practical earns credits equal in weight to an academic student demonstrating a comparable Bloom-level outcome in a classroom. That credit sits in the Academic Bank of Credits (ABC), where it can be transferred, stacked, or redeemed toward a formal qualification.
Worked example: multiple entry, one framework
A student completes Class 10 (NCrF Level 3, Understanding/Application outcomes, 40 credits/year), then does a 6-month ITI electrician course (NSQF Level 4, Application outcomes) instead of continuing school - credited at the same 30-hours-per-credit rate. Years later, wanting a formal diploma, their vocational credits are recognised toward it because the outcomes were pre-mapped to Bloom-style levels and credited under one system.
This is the "multiple entry / multiple exit" promise of NEP 2020, made operational through NCrF.
Why this matters practically
Before NCrF, OBE existed only as pedagogy - write outcomes, assess against them - but had no common unit to compare a school outcome, a skill-course outcome, and a university outcome. NCrF supplies that unit: credit, anchored to outcome levels that are themselves graded in Bloom's-taxonomy logic. Bloom and OBE define what mastery looks like at each stage; NCrF defines how much that mastery is worth, and lets it move across the system.
